02-l Staff Approval:Agenda Section: Item Description:Discussion of City Housing Program Obligations, 2003 Housing Budget and Programs for 2003 Introductions It is the intention that the current housing fund and its programs be transferred to the HRA for annual review and revision.There are several programs that have been approved for 2003. These are committed obligations. In addition, there are other suggested program uses for the housing fund dollars that are not obligated but part of the budget and program. Annually the City Council has reviewed and revised the Roseville Housing Improvement Program.Since the housing programs are now the responsibility and obligation of the HRA, the Housing Improvement Program is a good basis to review the principles, goals, and implementation strategies developed over the years and expectations for 2003. The Housing Improvement Program in not a replacement for but rather is part of and a result of the City Vista 2000 and Comprehensive Plan. The Housing Section of the City’s Comprehensive Plan will need to be developed and In addition, the HRA will need to propose a budget request to the Council for transfer of funds to the HRA for implementation of the Housing Improvement Program for 2004 based upon the Plan and, if proposed by the HRA Board, a request of the Council for an HRA levy. will review and request comment on the following items: I Existing obligations for 2003 (attachment A) Review of amended 2003 Housing Improvement Program (Attachment B) Discussion of the Local Development Corporation and responsibilities. Present an outline for updating the Housing Section of the Comprehensive Plan. (Attachment C) Present a timetable of possible actions of the to achieve the City 2004 budget process deadlines.
