Housing Resource Center (HRC) Free Technical Assistance <br /> free financial and <br />construction assistance for home improvement projects. In addition the HRC administers the <br />City Owner Occupied Loan Program and the 35 W Corridor Coalition Rebate Incentive <br />$40,000 annual fee for HRC services plus administration fee of 10% of loan <br />program for the year estimated at $15,000. <br />Roseville Owner Occupied Home Improvement Loan <br /> $10,000 loan for home <br />improvements. <br />2003 Obligation: <br />$150,000 of new loan funds for 2003. This amount should decrease each <br />year based upon increasing fund balance due to loan repayments. <br />Rehab Incentive Program <br /> rebate on home improvements up to $3,000 based upon <br />household income. <br />2003 Obligation: <br />The program is funded specifically for HRC participating communities <br />through the Minnesota Housing Finance Agency (MHFA) through June of 2003. The HRC is <br />making an application for for the 2003-04 cycle. <br />Rambler Redesign Program <br /> provides of architect fees up to $6,000 for major renovation <br />projects that increase the livability and size of home. <br />2003 Obligation: <br />The program provides for a total of three projects each year $18,000. <br />There is one application that was approved this year so far. <br />Senior Housing Regeneration Program <br /> purchase senior homes, renovate and resell to first <br />time homebuyer families. Two homes have been purchased in Roseville and are currently <br />being renovated for resale to first time homebuyers. <br />2003 <br />The program is funded through the Metropolitan Council and MHFA and <br />administered by the Greater Metropolitan Housing Corporation (GMHC parent company of <br />the HRC).The HRA may want to consider applying some of the budgeted senior housing <br />funds to help supplement the program if it is not funded in 2003-04. <br />The GMHC is making an <br />application specifically for use in conjunction with the Arona project that will be constructed in <br />Roseville Home Garden Fair <br /> showcase of over 50 home and garden related vendors, city <br />services and seminars on the first Saturday in February each year. <br />The program pays for itself <br />with sponsorship funds and vendor fees. <br />The City has never charged the many hours of City staff time <br />dedicated to this program estimated at approximately $5,000. The HRA should consider the <br />pros and cons of outsourcing that work. <br /> <br />
