City of Roseville - Housing & Redevelopment Authority Meeting Minutes for February 1...Page 3 of 3 <br />Member Marks asked who pays the fee (the developer). Member Kelsey said this may be <br />a problem for a developer, but is needed to support the parks. <br />The City could provide incentives for affordable housing units. Creating a reduction in <br />fees for such units or other method should be thought of as providing incentives. In <br />general, the HRA was supportive of the fees, but asked that the staff work on a case-by- <br />case basis or more appropriately use MnHFA standards for affordable housing. <br />B.Discussion of HRA Handbook – Chapter 9 (Jim Casserly, Krass Monroe, Cathy Bennett, <br />Executive Director) <br />Cathy Bennett distributed a memo from the HRA attorney. The HRA members are now <br />covered under the City’s insurance coverage. <br />Member Marks asked for clarification of page 115 (errors and omissions) <br />The City is covered by the LMCIT (blanket coverage). The Trust should provide coverage <br />of $300,000 and $1,000,000. This is the same level of coverage allotted to the City and <br />City staff. A memo from Chris Miller will be provided at the March meeting. <br />C.Discussion of City Housing Program Obligations, 2003 Housing Budget and Possible New <br />Programs – (Cathy Bennett, Executive Director) <br />Cathy Bennett described the Housing Improvement Program, the budget obligation and <br />work program. He HIP is revised annually. The Housing Plan was last fully updated in <br />1994. She explained the guiding principles, strategies and the commitments for 2003. Ms. <br />Bennett also described the work within the 2003 Housing Plan to be done from January <br />through June of 2003. <br />D.Future Discussion Items – (Bill Majerus, Chair) <br />Chair Bill Majerus explained the schedule for the coming months and asked the HRA members <br />to use protocol of requesting the Chair to direct issues and adhere to a timeline. Coordination <br />between various organizations and the HRA will be needed. In March Chair Majerus will have a <br />schedule and the Board will select liaisons. <br />Board Member Reports: <br />8. None <br />Executive Director Report <br />9. <br />Cathy Bennett reported on the Home and Garden Fair; seminars were very well attended and <br />vendors were all happy. She encouraged more HRA involvement in 2004, beginning in June <br />2003.
