She explained the three options the HRA has relating to the single family (5) lots <br />with the project. The HRA was asked to determine its role in housing affordability <br />assistance in this project. Three options include: <br />1.Do nothing. United will build and sell the units <br />2.HRA purchases lots, develops to meet HRA objectives. <br />3.Partners with United Properties to reduce purchase price. <br />HRA was asked to determine affordability (% of income) and target markets. The project is seen <br />as an HRA opportunity to 1.) ensure first time starter homes are built per the master plan, 2.) <br />achieving HRA housing goals, 3.) provide a return on investment and 4.) provide a range of <br />housing options and affordability. <br />Chair Majerus asked if there was a liability in participating. <br />Executive Director Bennett explained the Arona-Applewood Pointe site plan and option. She <br />recommended approval of a HRA/GMHC partnership. <br />Member Kelsey asked HRA and staff to determine whether there is conflict for her to participate <br />since her company was involved as a respondent to the City RFP for development of the site. <br />Chair Majerus stated that Kelsey’s input was valuable and since her company was not the <br />developer felt that there was no conflict. However, Chair Majerus left the ultimate decision to <br />Member Kelsey if she wished to abstain from voting. <br />Member Kelsey said she felt GMHC had a more reasonable, affordable proposal. She asked for <br />clarification on land cost per lot ($50,000/lot). She is concerned about control of the site and <br />price variation on the site. <br />Chair Majerus asked the members if the HRA should participate. Member Kelsey felt the HRA <br />should also review the write down on the price of townhomes. The single family sites should not <br />be the only area the HRA should participate in. <br />Executive Director Cathy Bennett explained that it is difficult for a young family to find entry <br />housing in Roseville. The lots are priced fairly at $50,000 including all site improvements. <br />Chair Majerus asked the board to define "affordable" versus "low income" housing prior to final <br />decision regarding the purchase of the lots. <br />Motion: <br /> Member Millasovich moved, seconded by Member Scheunemann, to approve <br />participation in the Applewood Pointe by purchasing 5 single family lots from United Properties. <br />The Board asked for more details on how the purchase price of the lots was determined. <br />Ayes: 5 <br />Nays: 0 <br />Motion carried  <br />Motion: <br />Member Kelsey moved, seconded by Member Scheunemann, to request City housing <br />funds from the Roseville City Council of $250,000 for land purchase and $5,000 for <br />administration for the development of 5 single family homes at Applewood Pointe and request <br />consideration of TIF funds to recapture costs. <br />Executive Director Cathy Bennett explained funding sources. <br />Ayes: 5 <br />Nays: 0 <br />http://archive.ci.roseville.mn.us/council/hra/minutes/2003/hram030520.htm3/25/2010 <br /> <br />
