Member Kelsey asked staff to prepare a chart <br />of the levy impacts on a range of housing values. <br />Chair Majerus asked for a breakdown of the levy by land use type or category. <br />Member Marks asked what the HRA should be doing between the current date and July <br />th <br />15 budget date. Cathy Bennett suggested reviewing the housing plan and preliminary <br />budget for changes/additions. Also Bennett would be happy to evaluate other funding <br />options. She explained the timeline for a levy and that final decisions are made as part of <br />the truth in taxation process. <br />Member Kelsey asked the HRA to request the TIF from the Applewood Pointe project. <br />There were no further comments. <br />Discussion of Redevelopment/Renovation of 185 N. McCarrons Blvd. <br />c. <br />Executive Director Cathy Bennett explained the 2.7 acre project and a summary of the <br />staff report dated June 17, 2003. <br />Dennis Guptil, owner, explained that the issues cited by the staff have been remedied. <br />Member Kelsey noted that the problems were ongoing and that she would like to see a <br />plan for redevelopment. Guptil did meet with staff to propose townhomes on the site <br />several years ago however the pond on the site creates development issues with the <br />Watershed District. The adjoining church Pastor mentioned a desire for senior housing on <br />the site. He said he was not prepared to enter into the super RFP process this year due to <br />current project demands and lack of staff. <br />Chair Majerus asked for a development time table. Mr. Guptil said he does not have a <br />time table right now. Member Majerus asked if the house will be torn down when <br />redevelopment is ready. Mr. Guptil explained that he does not intend to tear down the <br />house until he received development approval. Majerus encouraged Guptil to collaborate <br />with the church. <br />Member Kelsey asked for a time line within 60 days laying out a plan for development of <br />the site as a first step. Chair Majerus was in agreement. <br />Community Development Director Dennis Welsch explained the neighborhood Master <br />Plan process to provide a neighborhood plan for the Guptil site as well as surrounding <br />properties. This type of a process gets the neighborhood involved. Mr. Welsch explained <br />the staff willingness to work with Mr. Guptil on a plan. <br />Chair Majerus asked that the property and plan be returned to the HRA in 60 days. <br />Member Marks explained that a plan is necessary and that meeting with the neighbors is <br />important. <br />Motion: <br /> Chair Majerus moved, Member Scheunemann seconded, to request that Mr. <br />Guptil work with the staff and have a plan and time table back to the HRA within 60 days <br />addressing property at 185 N. McCarrons. <br />Motion carried. <br />Board Member Reports <br />9. <br />Member Kelsey asked for MHFA staff to be invited to the next HRA meeting. The MHFA has <br />other funding opportunities.
