City of Roseville - Housing & Redevelopment Authority Meeting Minutes for July 15, 20...Page 4 of 6 <br />noted none at this time. <br />Motion: <br /> Member Scheunemann moved, seconded by Member Marks to approve by <br />resolution the purchase of 5 Applewood Pointe single family lots and direct the executive <br />director to finalize a purchase agreement between the HRA and United Properties for <br />signature by the HRA Chair. <br />Ayes: 3 <br />Nays: 0 <br />Abstain: 1 (Kelsey) <br />Motion carried <br />Motion: <br /> Member Marks moved, seconded by Member Scheunemann, a motion directing <br />the Executive Director to establish criteria for the sale of the homes to first time buyers <br />with incomes at or below 80% of median income and to target Roseville police, firefighters <br />and/or teachers in the Roseville\Mounds View School Districts. <br />Ayes: 4 <br />Nays: 0 <br />Motion carried <br />Consider a request to the Roseville City Council to apply the tax increment revenue <br />c. <br />generated (TIF District #12) by Applewood Pointe to the HRA to fund housing <br />programs for the City of Roseville. <br /> <br />Chair Majerus requested a verbal summary by Executive Director Bennett of the staff <br />report dated 7/15/03. <br />HRA Attorney noted that a finance plan amendment will need to be determined by the <br />City Council before the TIF funds can be used but there is flexibility for its use within <br />District #12 based upon the date it was established. He also mentioned that under the <br />current structure of the City, acting as a Port Authority, the TIF District could not be <br />transferred to the HRA directly. However, the City can contract with the HRA for projects <br />requested by them. <br />Member Kelsey noted that the TIF proceeds from this project should help to support <br />affordable housing and that the Council should consider this request in their evaluation of <br />use for the funds. <br />Motion: Member Kelsey moved, seconded by Member Marks, to request that the <br />Roseville City Council allocate a percentage of TIF District #12 revenue for 10 years to <br />the HRA to recapture its investment in the development of the affordable single family <br />homes and to use it for eligible housing program purposes beginning in 2005, and direct <br />the HRA Executive Director to relay the HRA request to the City Council prior to the end <br />of July 2003. <br />Ayes: 4 <br />Nays: 0 <br />Motion carried <br />Discussion/Reports and Non-Action Items (moved to after item 7.a.) <br />9. <br />Discussion of Minnesota Housing Finance Agency Programs <br />http://archive.ci.roseville.mn.us/council/hra/minutes/2003/hram030715.htm3/25/2010 <br /> <br />
