City of Roseville - Housing & Redevelopment Authority Meeting Minutes for July 15, 20...Page 5 of 6 <br />MHFA representatives, Terry Hanna and David Schluchter made a presentation regarding the <br />single family homes division and the multi family housing programs through the MHFA. <br />Marks asked for a definition of "first time home buyer". Hanna explained it, as a person who has <br />never owned a home but that if someone has not owned a home for a period of 3-4 years, they <br />may also be eligible. <br />Marks also asked for a definition of "affordable". Hanna explained that each program is slightly <br />different. The limit for new homes is $228,000 and for used is $204,000 in the metropolitan area. <br />The MHFA programs mostly serve those with incomes between $30,000 - $50,000. However, <br />there are programs that serve up to 115 percent of median income estimated at $88,000. <br />Kelsey asked how MHFA could work with the HRA on single family housing. The MFHA CASA <br />and CFUF are options to partner and the HRA could also work with other partnering agencies <br />such as Family Housing Fund and Metro Council through the "Super RFP" process.. There are 2 <br />funding cycles per year with $12 million dollars. Kelsey also asked what the interest rate is for <br />the CASA program (6%). <br />Chair Majerus asked how eligible is Roseville HRA to get funding. MHFA noted several <br />opportunities and suggested that the HRA staff meeting with MHFA to discuss alternatives. <br />Scheunmann asked if MHFA is aware of any studies regarding the outcomes of a Point of Sale <br />program. (MHFA did not do such studies). <br />Chair Majerus thanked Terry and David for their presentation. <br />Board Member Reports <br />10. <br />Chair Majerus noted that member Shirley Jenson has resigned from the HRA. The Mayor with <br />Council approval will need to appoint a replacement member to finish Jenson’s term. <br />Marks reported that he is working with the Parks subcommittee regarding the proposed Stellar <br />Home Program. <br />Marks also pointed out good articles in the Reader regarding "inclusionary housing" policies <br />across the country. <br />Executive Director Report <br />11. <br />Bennett mentioned that staff was working with Guptil, 185 N.
