Preliminary analysis sttows that #he <br />site at 2755 Lang Lake Road meets aEl of these criteria, including: <br />1) Located cen#ralfy in the Twin Cities (within Highways 135-E, 100, 694, and 62j <br />2) �ot size of 5 acres with enough area to support a 55,000 sf. building (1D00 seat <br />assembfy rooms) <br />3J Raise the majori#y of funding in equity proceeds befare purchasing a new facility <br />4} iotal cost of property, building and construction/remocleling of between $4 -$6 <br />rnillion dollars <br />The 2030 Carnprehensi�e Plan adopted 6y the City Council on 10/26/09 outlines the site <br />as a Regianal Business (RBJ area dQfined as: <br />'Regiona! 8usiness uses are commercicr! with a co!lettion af 6usinesses that <br />provide goods and services ta a regiona! marker area. Uses found in regiona! Business <br />areas rnclude regiona!-scale malls, shopping centers of variaus sizes, free sranding large- <br />format stores, freestandrng smaller 6usinesses, multistory office buildings, and <br />groupings of automobile deplerships.' <br />T4C's proposed use of the site is consisten# with bath the accessibility demands and <br />traffic volume considerations given und.er the current definition. The regional nature af <br />T4C as the iargest Chinese-American Church in the metro area, and its �anique structure <br />of serving three language centered cangregations, lends to the regianal appeaf of the <br />cl�urch. <br />More specifically, #he site �rovides the appropriate ievel af highway access and <br />eliminates the concern of moving significant traffic volume in#o and through residential <br />neighborhoods. This benefit and type of use is consistent with the currently allowabie <br />uses �nder the general Regional Business Cornprehensi�e plan designation, as well as <br />the existing B-3 classification. <br />On a national level, rnany consider the �urrent model far large churches, including T4C, <br />as a°mall of ministry° with services that include multiple types of assembly. 1"hese <br />assembly types include music, dance, video and speaking performances, formal and <br />informa.l dining, child care centers with indoor play areas, classrooms for all ageS and <br />recreationa[ and social use areas. In the case of T4C, unique cultural and language <br />opportunities for assembly also occur.
