Attachment C <br />Today's regionaE churches like T4C require sites �rtucF� different than traditional small <br />neighborhood churches. <br />T4Cs RequeSt to the Cit� of Roseville <br />We appreciated your willingness ta meet with us on January 11, 2010 to discuss our <br />proposai, your email of January 21 con�irming your desire for a pre-submittal letter, and <br />the application guidance you pro�ided by e►naii on February 4, 20a9. We respectfully <br />submit ti�is Zoning Text Amendment Application to amend ihe text of the city code, <br />sect�ons 1005.015 and 1005.05, to allow church, warship/ser�ice, a�d/or school use as a <br />permitted or conditional use. We thank you in advance foryour help with fulfilling our <br />goal for a regional site that supports the planned usage of the new �aciG�y and the <br />growth of the T4C congregatian. <br />d. Other Information: Please 5ee the attac�ed site plan, "PRE�IMINARY SITE S�UDIES <br />12/31/09, TWIN ClTY CHINESE CHRISTIAN CHURCH". In addition, we submit this <br />additional supporting commentary: <br />Additional Supporti,n� Commentary <br />How does the.prOpOSBCi use of the 2755 Lon�ake Road site by T4C fit with current <br />Business Land Use R���lations fadopted Julv 20061? <br />The current zonin of the site is "B-3" Generai Business District and is descril�ed in Sect <br />1005.05 as follows: <br />'The 8-3 Genera! Busine5s District is designed for general retail uses irr individual <br />buildings or strtp cenfers which face and front on a state or county road, It allows for <br />larger indoor and exterior 5ples and fast food sales than the B-2 District. The 8-3 Generpl <br />Business District is rntended for certain areas desrgnated as B Business area in the <br />Comprehensive Plan.' <br />As mentioned above the regional nature and unique chara.cter and uses of T4C are <br />ap�ropriate to the existing B-3 classificatian, aEthough nat currently permitted: <br />Permitted Accessar and Conditional uses are shown in Section 1005.015: <br />This taF�le identifies °churches" in the �ame line as "public/pri�ate colleges and schools° <br />and only allows their inclusion by Conditional Use Permit in the B-1 Zoning District of all <br />the zoning dis#ricts. There are se�eral significant differences between i4C and public <br />and pri�ate schools or colleges, in that the children are almost aiways accompa�ied by <br />their parents as a family, arri�ing tagether from around the metro area by automobile <br />once or twice a week, instead of the segregatecf daytime use of the schools which would <br />be locally populated with more typical foat traffic.
