GRASS LAKE WATERSHED MANAGEMENT ORGANIZATION 4 <br />November 17, 2009 <br />D. Other Business <br />D-1 Presentation on Retrofit for Storm Water Infrastructure <br />Mike Goodnature, Conservation Specialist, and Ryan Johnson, Urban BMP Specialist, Ramsey <br />Conservation District, gave an overview presentation regarding <br />retrofit of storm water infrastructure to use urban BMPs that would enhance water quality. One <br />Lake Owasso Study recommendation is to promote infiltration through retrofitting existing storm <br />water infrastructure. The watershed district would be broken down into neighborhoods and areas <br />of poor storm water treatment identified. The area identified for a retrofit infiltration system is <br />Aladdin Street where a rain garden is proposed. He estimated a project at the south end of Lake <br />Owasso just for runoff going through the wetland to be $30,000. <br />There is a storm water reduction grant available. In order to apply, a water management <br />organization must be the name on the grant application. GLWMO would sign as the legal entity <br />for the grant, which is made through BOWSR. The deadline to apply is December 1, 2009. <br />One citizen in attendance commented that the volume of this runoff is not high. There are other <br />areas that have larger volumes with a higher impact to the lake than this area. Aichinger <br />responded that while there may be other areas with higher pollutants, this area has been <br />specifically identified. Until others are identified, an application for a grant cannot be submitted. <br />This is a recommendation from the Lake Owasso Study. <br />Root stated that approving the grant application would commit Roseville to the 25% match, <br />subject to approval by the City Council. Schwartz responded that he does not see any problem. <br />The Council has been supportive of rain gardens and BMP practices. <br />Motion by Root, seconded by Ferrington to apply to BOWSR for runoff and reduction program <br />grant in the amount of $32,000 for a rain garden at Aladdin Street and to authorize the Chair to <br />sign the grant application. <br />VOTE: Ayes - 4 Nays - 0 <br />D-2 Administrative Support Proposal <br />Mr. Tom Peterson, Director of Energy, Ramsey Conservation District, referred the Board to the <br />proposal of overhead costs that would be associated with RCD providing administrative support <br />to GLWMO. RCD has a history of working with water management organizations over a <br />number of years and would bring expertise to GLWMO in its time of transition. Two examples <br />are having served as the business agent in cooperation with Ramsey County Public Works when <br />they set up their own internal organization. Also, RCD worked with Vadnais Lake Joint Powers <br />Organization to help them decide when to hire their own administrator. RCD is well suited and <br />well versed with water jurisdictions and is familiar with the standard reporting criteria required, <br />the open meeting laws and expectations of the state. The proposal is for athree-person staff <br />team, including Mike Goodnature and Ann White Eagle. <br />
