Invoices <br />C-1 Invoices to be considered for payment: <br />Mr. Maloney stated that the Barr invoice is consistent with the contract work agreed to. <br />Also, in the previous two meetings, the Board has discussed participating in the Ramsey <br />County Conservation District cost-share program, Native Vegetation Landscape <br />Restoration Assistance for 2008. <br />Eckman moved, Mogg seconded a motion to approve payment of the invoices presented. <br />Ayes-4 Nays-0. <br />D. Other Business <br />It was the consensus of the Board to begin the Business portion of the meeting with item <br />D-5 on the agenda. <br />D-5 Financial Support Decision for Ramsey County Groundwater Plan - <br />Tom Peterson and Geoffrey Nash, Ramsey County Conservation District <br />Mr. Geoffrey Nash was present and introduced Mr. Tom Peterson who has been hired to <br />update the Ramsey County plan for wellhead and source water protection in the Twin <br />Cities Basin. <br />Mr. Peterson stated that as required by State statute, the Groundwater Protection Plan <br />encompasses the following. He noted that goals and standards could be the most difficult <br />and contentious items to achieve. <br />• Authorized under Minnesota Statute Chapter 103B.255 <br />• Must extend for at least 5 years but no more than 10 <br />• Describe existing and expected changes to the physical environment, land use and <br />development of the county <br />• Provide details about geology of groundwater resource <br />• State goals for groundwater protection in the county <br />• List standards for groundwater protection from pollution and land use in <br />environmentally sensitive areas, critical areas, or previously contaminated areas <br />• Describe relationships and possible conflicts between the Groundwater Plan and <br />plans of other counties, LGUs, and WMOs. <br />• Set forth standards and official controls for implementation of the Plan by WMOs <br />and LGUs. <br />2 <br />
