GRASS LAKE WATER MANAGEMENT ORGANIZATION -OCTOBER 16, 2008 5 <br />D-3 Lake Owasso Study Update <br />Scott Sobiech, Barr Engineering, reported that 2008 has been a drier year than 2007. A <br />one-inch rainfall does not show any corresponding rise in the lake level because it has so <br />much storage volume. The monitoring stations are not showing discharge into the lake. <br />The County Road C station has had only one event since July. The collected water <br />quality samples are expected back from the St. Paul laboratory within two weeks, when <br />the surface water model will be recalibrated with infill and flow volumes determined. <br />This information will be used as a tool to determine BMPs. The goals are to control curly <br />leaf pond weed and to control the release of phosphorous. <br />Stark noted that the water quality is poorer than the level shown that would require <br />action. Sobiech stated that the total amount of phosphorous in 2007 and 2008 is below <br />the action level. However, blue green algae can be toxic to animals and bloom this year <br />has been greater than other years. <br />Mogg requested that treatment dates be included on the report graphs. <br />Sobiech stated that he expects draft results to be done in January. There will be a <br />comment period and then a final report issued. <br />Mogg requested that data not be released before it is presented to the Board. <br />D-4 2007 City/WMO Report Card <br />Maloney stated that the forms need to be revised to include items required by NPDES. <br />Otherwise, there are no significant changes. <br />Stark stated that he wants to be sure that the Comprehensive Plans of Shoreview and <br />Roseville reflect items that need to be done in the GLWMO Plan. It was the consensus of <br />the Board to review the report cards in detail at the next workshop meeting. <br />E Other Items: <br />E-1 Conference: Aichinger noted the Annual Water Resources Conference at the end of <br />October at the River Center. It will cover local watershed monitoring and how state <br />agencies can be of assistance. Scott Sobiech and Cliff Aichinger will be speakers. <br />Members are urged to attend. <br />E-2 Board Member Terms: Maloney stated that at the end of 2008, Roseville will have two <br />seats on the Board with one seat expiring. Shoreview will pick up one seat. An <br />appointment will be made at the first City Council meeting in January. <br />
