The first segment to be completed in 2010 is in Shoreview from <br />Highway 96 south to Gramsie Road. <br />Noonan noted that a storm water management design is using rules adopted by <br />Ramsey/Washington County Metro Watershed District and Rice Creek Watershed <br />District. Neither GLWMO nor VLWMO have specific rules. The first segment is very <br />flat and problematic for crossing storm sewer systems. A curb will be put in and the <br />street widened to 64 feet with the storm sewer. The water flows west. Soil borings show <br />a sandy soil good for infiltration. Surface treatment areas are identified where feasible. <br />There is no outlet for a church that sits in a depressed land area. Using a one inch rule <br />with average rainfall, usually there will be no discharge and will handle almost all the <br />water. Detailed designs are yet to be done. <br />Stark asked how the treatment locations would be decided and if there is source water <br />protection for the St. Paul Water Utility. Noonan stated that she met twice with John <br />Blackstone, St. Paul Water Utility, and the project takes into account the wellhead <br />protection plan. Using Best Management Practices (BMPs) no negative impacts are <br />anticipated. <br />Eckman asked the reason for a curb. Noonan stated that without a curb, 20 feet would be <br />needed to put in a drainage Swale, which would then be closer to property owners. <br />Maloney added that pedestrian trails will also be added. This road will not be redesigned <br />for another 30 to 50 years, which makes it important to locate the road, curbs and trails in <br />the right place with taking a minimum of property. Ramsey County will hold open <br />meetings beginning in November for the entire corridor, when general information about <br />the project will be available to the public. <br />D-2 Proposed 2009 Budget <br />Maloney reported that the budget is similar to last year, a continuation of existing <br />services and programs. A funding allowance is included for the next major lake <br />diagnostic study similar to Lake Owasso, which would be for Snail Lake. <br />Eckman asked when results are known for Lake Owasso, whether the BNIl's are <br />implemented separate from GLWMO. Maloney stated that the BMPs could be a City or <br />GLWMO project. <br />Stark suggested that funding be diverted from the Snail Lake study for work on BMPs for <br />Lake Owasso. <br />Eckman moved approval of the proposed 2009 budget.
