League of Minnesota Cities, April 19, 2006, Review of Grass Lake Watershed <br />Management Organization Joint Powers Agreement. <br />Minnesota Association of Watershed Districts, Apri121, 2006, 2006 MAWD <br />Summer Tour, "Marching Forward to the Beat of Progress." <br />The Board briefly discussed the item concerning insurance for a joint powers entity and <br />concluded that future operating budgets should reflect the additional premium associated <br />with GLWMO's insurance needs being addressed through addition to one of the cities' <br />existing liability coverage. <br />C) Bills <br />The Board considered the following invoices submitted for payment: <br />1. Ramsey-Washington Metro Watershed District $4,985.65 <br />2005 Support Services, February 24, 2006 <br />2. 2005 Shoreview Technical Staff Expenses $4,632.99 <br />Total: $9,618.64 <br />Soderbeck moved to authorize payment of the bills presented, Stark seconded. Ayes: 5 <br />Nays: 0. <br />D) Other Business <br />D-1 Ramsey-Washington Metro Watershed District Update <br />Hal Runke, Barr Engineering, gave an overview of past water quality monitoring <br />(1987/88) and report (1991) activities relating to Lake Owasso. There was discussion <br />regarding the water quality trends (Secchi disk) getting worse. The Board discussed <br />performing a Lake Management Study for Lake Owasso modeled on the studies that <br />RWMWD performed for lakes in their jurisdiction. It was mentioned that the cost of <br />these types of studies could approach $60,000, and it would be necessary to calibrate the <br />modeling with at least one year of field-collected flow monitoring data. It was <br />determined that the monitoring data should be made a priority if the desire were to <br />prepare Strategic Lake Management Study for Lake Owasso. Cliff Aichinger (RWMWD) <br />indicated that he would compile information regarding the purchase of monitoring <br />equipment that could be implemented yet this calendar year. <br />For the next meeting the Board indicated that it would like to see a scope of services from <br />Barr Engineering for the preparation of Strategic lake Management Plan for Lake <br />Owasso, including provisions for all necessary monitoring services. <br />
