Public Works <br />Ron Leaf, SEH, Inc. <br />The meeting was called to order at 5:05 p.m. <br />(The agenda was rearranged to accommodate the guest speakers) <br />D. Other Business <br />D-1 West Vadnais Lake Outlet Joint Powers Agreement <br />Terry Noonan, Ramsey County Public Works, gave an update on the process of <br />securing approval for the Joint Powers Agreement required for the West Vadnais Lake <br />Outlet Project. Noonan noted that VLAWMO had recently conditioned their financial <br />support of the improvements on being able to dictate the County's strategy for funding <br />their share of the project costs, and Ramsey County saw that as a serious setback in the <br />process. Noonan indicated that the project will likely move forward without <br />VLAWMO's involvement, and that the agreement would be revised accordingly. <br />Responding to a question, Noonan indicated that Ramsey Metro WD agrees to own the <br />proposed outlet pipe, but the JPA needs to provide for minimal future maintenance <br />costs. The Board had concerns for downstream effects of the improved outlet, and <br />Noonan noted that the potential impacts had been modeled by Barr Engineering (for <br />Ramsey Metro) through Jiggs Pond and didn't indicate any measurable impacts for the <br />estimated 4 cfs additional flow. Recognizing that Mr. Noonan had to leave for another <br />meeting and that another guest speaker was on the agenda, the Board agreed to continue <br />consideration of this item later on the agenda. <br />
