Minutes/August 19, 2004 <br />Page 2 <br />D-2 Shoreview Surface Water Management Plan <br />Ron Leaf, SEH, Inc. gave an overview of Shoreview's Second Generation Surface <br />Water Management Plan. Mr. Leaf noted that the City of Shoreview is also processing <br />updates to the FEMA floodplain boundaries in conjunction with the development of the <br />SWMP. He outlined the process to date indicating that, technically, the agency <br />comment period for the Plan was over. He noted that the City of Shoreview would <br />continue to acknowledge comments for another few weeks before the staff would be <br />asking the City Council to take final action to adopt the plan. Board members asked <br />Mr. Leaf if he could recall areas where the Shoreview plan specifically exceeded or fell <br />short of the requirements of the Grass Lake plan standards. It was noted that the <br />Shoreview plan relied heavily on the direction from Grass Lake WMO, but one area <br />where it may fall short is in establishing water quality action levels for non-WMO <br />ponds and water bodies. It was suggested that a field could be added to the Hydrologic <br />Summary Table (Appendix D) indicating a water body's sensitivity to or effects from <br />bounce. The Board members reviewed past discussions regarding the process for <br />GLWMO approval of local plans, and whether outside consultants (or board members) <br />should review the plans or simply have the cities certify compliance to the Board. The <br />representatives of the cities were eventually directed to certify to the GLWMO Board <br />that the local plans had been prepared in compliance with the GLWMO Plan standards, <br />and specifically note areas of exceedence or shortcomings, with the idea that these areas <br />would be noted and reviewed during future report card development. <br />D-3 2002-2003 Lake Data <br />Board member Mogg reviewed the data previously received from Ramsey County and <br />indicated some clarification needed to be added to the minutes from the previous <br />(06/06/04) meeting. It was suggested that the WMO should request any/all STOREY <br />data for GLWMO-managed water bodies from Barr Engineering, and forward to Cliff <br />Aichinger of Ramsey Washington Metro Watershed District. <br />D-1 West Vadnais Lake Outlet Joint Powers Agreement (cont.) <br />The Board discussed protecting the GLWMO from downstream claims for participation <br />in past or future flood control projects. It was the consensus of the Board to continue to <br />participate in the West Vadnais Outlet Project for costs as reflected in the Draft Joint <br />Powers Agreement, with the condition of the final JPA containing appropriate language <br />for the participating parties holding each other harmless for claims arising from the <br />proposed improvement. <br />A.
