REPORTS <br />C-1 Water Management Planning -Barr Engineering Progress Report <br />Dennis Palmer distributed a new draft Table 5.3 and Section 6 of the plan. The <br />board discussed the plan review process and timeframe including informal <br />review by agencies, review draft to agencies and final draft to agencies. The <br />board discussed the process for gaining public input. It was decided to hold 2 <br />public informational meetings, one in Shoreview and one in Roseville. Staff and <br />Barr will develop a more detailed public meeting schedule -- anticipated for May <br />2000. <br />The board discussed the proposed GLWMO lake classification system as it <br />relates to sechi disk readings and its close relationship to the MPCA system. <br />Barr suggested that there be some benefit to re-align the proposed GLWMO <br />system to match the sechi disk reading cutoffs of the MPCA system. The board <br />asked for a more scientific justification of the proposed modification. <br />Gene Soderbeck and Dennis Palmer distributed a proposal by the MPCA to list <br />"impared" waters in Minnesota. This list, based on data available to the MPCA <br />would require the preparation of management plans to improve water quality to a <br />swimable level. The board discussed the practicality, impacts and potential <br />benefits of the proposed plan. <br />Landwehr moved to direct staff to draft a comment letter to the MPCA regarding <br />the proposed listing of impaired waters and to forward it to the Board for <br />comment before sending to the MPCA, Roessler seconded.
