Failure to accomplish such off-site <br />drainage shall invalidate the special use permit and conditions <br />thereto. Issuance of a building permit shall not precede determination <br />of drainage system and full augument with the Village as to engineering <br />details and costs. <br /> <br />2. ACCESS. Access to the area from the south 2 and east (and <br />from the west, east of Asbury Street) via Skillman Avenue, Asbury <br />Street, Ryan Avenue, Belmont Avenue, Eldridge Avenue, Burke Avenue <br />and Pascal Avenue shall be permanently closed. <br /> <br />3. VACATING. All streets within the property 3. in question <br />shall be vacated. In addition the following streets outside the <br />property shall be vacated and reverted to the adjacent property owners. <br /> <br />1. Pascal Avenue between Burke and Eldridge Avenues. <br />2. Pascal Avenue between Belmont and Skillman Avenues. <br />3. Pascal Avenue between Shryer and Ryan Avenues. <br />4. STREET CHANGES. OWner and petitioner shall construct <br />following street changes in accordance with Village standards as <br />follows: <br /> <br />1. Construct liT" shaped cul-de-sac for Asbury Street at <br />Skillman Avenue (Area needed for turn around not to be <br />vacated) . <br />2. "U" streets connecting: <br />(a) County Road liB" and Burke Avenue. <br />(b) Eldridge and Belmont Avenues <br />(c) Skillman and Shryer Avenues. <br /> <br />OWner and petitioner shall dedicate an additional 4 feet of right-of- <br />way width for the preceding three loop streets so as to allow a road- <br />way width of 24 feet. <br /> <br />5. BUFFER ZONE. Parking area shall not be less than 70 feet <br />from existing residential lots and the centerline of Ryan Avenue, or <br />a line described as follows: <br />
