t3uubdi nt ou F <br />t513(�J <br />City of Fi�seville Policy <br />Teleoommunications Towers on Public Property <br />Purpose: Consistent with the community vision document Imagine Fbseville 2025 and the 2030 <br />Comprehensive Ran, it is the policy of the city to locate teleoommunication towers serving the general <br />public on city-owned land whenever possible in order to provide all F�seville residents and businesses <br />accessto leadin�edge teleoommunication and information technology. For the purposesof this policy, <br />CSty-owned shall be land owned by the City of F�seville, induding, but not limited to, the CSty of <br />F�seville CSty Hall Campus, CSty Parks, CSty water tower sites, City Rre �tations, City right-of-way, CSty- <br />owned drainage areas and other such property owned by the CSty. <br />As property owner, the City will carefully weigh the possible impacts a teleoommunicationstower oould <br />have in the immediate areawith the overall need for maintaining and improving teleoommunication and <br />information technology for its residents and businesses. However, the City reoognizes that not all <br />impacts can be eliminated when such technology is installed and therefore will strive to minimize the <br />impacts as much as is reasonably possible thru siting criteria. <br />9ting Q-iteria <br />Prior to any discussion of building a new teleoommunicationstower to provide telecommunication and <br />information technology, the proposer for such facility should first oonduct an analysis on whether there <br />are any other facilitieswithin the CSty oould be utilized to provide the service. If it is determined that <br />there are no existing facilitieswould work, the provider shall meet with CSty staff to determine possible <br />locations on CSty-owned land. Once a geographic area is identified, the provider and City staff shall <br />review possible locations on the CSty-owned land for the teleoommunication tower. <br />When exploring an appropriate location on the City-owned site, the following criteria should be used: <br />• Teleoommunicationstowersshall be located upon publicland in a location so asto not disrupt <br />the primary function of the property. <br />• Teleoommunication towersshall be built and designed for co-location opportunitieswhenever <br />practicable. <br />• Teleoommunication providers shall use existing structures and infrastructure, such as rooftops, <br />water towers, utility poles, etc. whenever possible. <br />• Teleoommunication towers shall be located so asto maximize the distance from residential <br />areas and uses and to take maximum advantage of existing natural landscaping and screening. <br />• Teleoommunication towers shall be located near existing infrastructure and utilities on the site. <br />� ��_�� • .�� ��r-1 <br />Once City staff and the provider have determined a preliminary location for a new teleoommunications <br />tower, the matter should be brought to the City Gouncil for their review and approval of the location. <br />The decision by the CSty Counal is not a land use decision. Instead, the CSty Gouncil is making a decision <br />as propertvowner. If the City Gouncil determines that the CSty does not want to authorize the use of <br />
