The removal efficiency of ponds and. wetlands is greater than originally , <br />estimated. <br />Surface loading to lakes are higher than previously estimated, <br />The effects of these findings is that the best management practices (BMP's) <br />.identified in the original diagnostic feasibility study are still valuable. The <br />BMP's still need to be evaluated to determine cost effectiveness. <br />The final report will be completed in upcoming weeks and will be mailed to the <br />.Board prior to the next regularly scheduled meeting. <br />2. American Legion Pond Project <br />Lobermeier summarized the pre-permit investigation recently completed. The <br />Board discussed the merits of the American Legion Pond project and how it fit <br />into the recent findings ofthe SWMM Model update. Staff indicated that, of the <br />proposed BMP's, the American Legion Pond project provided the most removal <br />of phosphorous currently entering Lake Owasso. Staff indicated that while a <br />detailed cost benefit analysis is dfficultto construct, the American Legion Pond <br />..project will, in the long run, provide benefit to Lake Owasso. It was noted that it <br />..maybe difficult to see a difference in actual in-lake water quality in the <br />immediate future. <br />"Keel stated that. if this project were to proceed this winter, it would be best to <br />construct. the project during the months of January and February. Therefore, it is <br />necessary to get approval from the Board to proceed at this time. <br />Martin moved that the board approve the construction ofthe American Legion <br />Park pond project at an estimated cost of $78,600. Olson seconded. Ayes: <br />Martin, Roberts, Meyer, Olson, and Smith. Nays:. None. <br />3. Lake Water Quality Planning <br />Lobermeier summarized the schedule of the Lake Water Quality Planning Project <br />noting that phase one was nearing completion. Keel summarized the kick-off <br />meeting with the technical advisory group. This meeting•was held on October 27, <br />1994.
