Surface loading to lakes are higher than previously estimated, The effects of these findings is that the best management practices (BMP's) .identified in the original diagnostic feasibility study are still valuable. The BMP's still need to be evaluated to determine cost effectiveness. The final report will be completed in upcoming weeks and will be mailed to the .Board prior to the next regularly scheduled meeting. 2. American Legion Pond Project Lobermeier summarized the pre-permit investigation recently completed. The Board discussed the merits of the American Legion Pond project and how it fit into the recent findings ofthe SWMM Model update. Staff indicated that, of the proposed BMP's, the American Legion Pond project provided the most removal of phosphorous currently entering Lake Owasso. Staff indicated that while a detailed cost benefit analysis is dfficultto construct, the American Legion Pond ..project will, in the long run, provide benefit to Lake Owasso. It was noted that it ..maybe difficult to see a difference in actual in-lake water quality in the immediate future. "Keel stated that. if this project were to proceed this winter, it would be best to construct. the project during the months of January and February. Therefore, it is necessary to get approval from the Board to proceed at this time. Martin moved that the board approve the construction ofthe American Legion Park pond project at an estimated cost of $78,600. Olson seconded. Ayes: Martin, Roberts, Meyer, Olson, and Smith. Nays:. None. 3. Lake Water Quality Planning Lobermeier summarized the schedule of the Lake Water Quality Planning Project noting that phase one was nearing completion. Keel summarized the kick-off meeting with the technical advisory group. This meeting•was held on October 27, 1994.
