- The removal efficiency of ponds and wetlands is greater than originally.
estimated.
- Surface loading to lakes are higher than previously estimated,
The effects of these findings is that the best management practices (BMP's)
identified in the original diagnostic feasibility study are still valuable. The
BMP's still need to be evaluated to determine cost effectiveness.
The. final report will be completed in upcoming weeks and will. be maileC to the
,Board prior to the next regularly scheduled :meeting.
2. American Legion Pond Project
Lobermeier summarized the pre-permit investigation recently completed. The
Board discussed the merits. of the American Legion Pond project and how it fit
into the recent findings of the SWNIM Model update. Staff indicated that, of the
proposed BMP's, the American Legion Pond project provided the most removal.
of phosphorous currently .entering Lake Owasso. Staff indicated hat while a
detailed cost benefit 'analysis is difficult to construct, the American Legion Pond
:project will, in the long run, provide benefit to Lake Owasso. It was noted that it
..may be difficult to see a difference in actual in-lake water quality in the
'immediate fixture.
"Keel stated` that if this project were to proceed this winter, it would be best to
construct .the project during the months of January and February. Therefore, it is
necessary. to get approval from the Board to proceed at this time:
Martin moved that the board approve he construction of the American Legion
Park pond project at an estimated cost of $78,600. Olson seconded. Ayes:
Martin, Roberts, Meyer, Olson, and Smith. Nays: None.
3. Lake Water Quality Planning.
Lobermeier summarized the schedule of the Lake Water Quality Planning Project
noting that phase one was nearing completion. Keel summarized the kick-off
meeting with the technical advisory group. This meeting •was .held on October 27,
1994. The following people attended:
Terry Noonan -Ramsey County
Randall Anhorn -Metropolitan Council
Molly`Shodeen - DNR
Wayne Jacobson -SEH
Mark Lobermeier -SEH
Karl :Keel -City of Roseville
4
