b. Harstead Development-adjacent to school district property <br />Harstead Homes is proposing to build 22 townhome units on property adjacent to the <br />school district. This property is located at the corner of Western Avenue and South <br />Owasso Boulevard. The GLWMO conditions placed on the school district property <br />approval have been placed on the Harstead approval as well. Stormwater from this <br />development will be routed through a NURP basin prior to being discharged into the <br />DNR protected wetland adjacent to South Owasso Boulevard. Final plans have been <br />completed and reviewed by the City. We expect that this development will occur <br />concurrently with the school district. <br />c. County Road C pathway <br />Final construction plans have been completed for a pathway along County Road C <br />from Cleveland. Avenue to Rice Street. A portion of this pathway is within the <br />GLWMO boundaries. Final construction plans have been completed and approved <br />by the appropriate state agencies. Bids for this work will be opened in late April <br />1995. It is expected that construction will begin approximately June 1, 1995. The <br />construction plans and specifications contain provisions for adequate erosion control <br />during construction. <br />d. Central Park Elementary School expansion <br />The Roseville School District plans to construct a new gymnasium on the north side <br />of the Central Park Elementary School located on County Road B-2 just. east of Dale <br />Street. As part of this expansion, the school district will be regrading the northerly <br />portion of the site to provide room for two new Little League ball fields. This site <br />drains north to the large wetland at the Harriet Alexander Nature Center. This <br />drainage pattern will not be changed. Construction plans will include adequate <br />provisions for erosion control. <br />2. New developments/projects within Shoreview affecting GLWMO <br />a. Attached is a memo from Dave Ahrens describing the new developments and projects <br />that affect GLWMO. <br />
