Lake Water Quality Planning <br />On April 19,1995, a meeting of lake managers, the Technical Advisory Committee and SEH <br />staff was conducted to review the lake management reports. Joel Schilling, Senior Scientist - <br />Limnologist, will attend the Apri127, 1995 meeting to discuss recommended management <br />measures. <br />One of the primary goals at the outset of the project was to "do something" with all the data <br />that exists, i.e. the trends analysis. This appears relatively simple, except that the data does <br />not always conform to represent any particular trend. <br />The second goal was to establish in-lake phosphorous goals for each lake. The goal to be <br />worked towards would essentially define future BNiPs around the lake as well as future in- <br />lake management techniques. During earlier meetings with area lake managers, there <br />appears to be widely ranging opinions regarding the applicability of goals to lake <br />management. On one side of the argument for target goals are the state 8410 requirements <br />for Second Generation WMO plans (8410.0100 Subpart 3.A.) and future MPCA guidelines <br />for lakes following the "Ecoregion" approach. (The ecoregion approach is based on lakes <br />situated in a similar ecological setting). <br />On the side against specific lake goals is the argument that there are too many influences <br />on the lake to accurately set a target phosphorous level. Instead,.managers should do the <br />best they can to limit impacts to the lake. <br />As an outcome of the April 19 meeting, actual in-lake targets are established. The <br />implications of the targets and the need for watershed improvements, like American Legion <br />Park, are emphasized. 1' <br />2. American Legion Park Project <br />Bids for the American Legion Park project were received on February 10, 1995. The <br />engineer's estimate for the project was $65,560. The low bid went to Arnt Construction in <br />the amount of $64,470. <br />The original schedule anticipated a construction start date of February 20, 1995.
