In the October 27,1994 Consultant <br />Report, we noted that required. mitigation was still unclear. <br />As we got closer to the February 20 bid date, it became apparent that the DNR could not <br />issue a permit for the project without first requiring an Environmental Assessment <br />Worksheet (EAW). Following opening of bids on February 20, we were verbally authorized <br />to prepare the EAW to satisfy DNR requirements <br />The EAW was submitted on March 13,1995 and published for review in the March 27,1995 <br />EQB Monitor. It has received generally favorable comments. A copy of the comments <br />received is enclosed for your review. <br />On Apri115, the Roseville City Council awarded the contract to Arnt Construction, who had <br />agreed to hold over their bid to the 1995-1996 construction season. In executing the contract <br />with Arnt Construction, the start date for the project will coincide with cold weather <br />conditions which will permit access with construction traffic and a completion date to avoid <br />the spring thaw. The project should be ready for the spring 1996 runoff. <br />3. Professional Services <br />As discussed at .the January Board Meeting, we have begun transitioning the professional <br />services responsibilities to Marty Rye from our staff who will take over the Grass Lake <br />WMO consulting duties following this meeting. Because of my history with Roseville, <br />Shoreview and GLWMO, I would continue to serve in an overview role, without having <br />specific day to day responsibilities. In addition, I will follow current projects through to <br />completion. <br />I would like to thank the Board for the opportunity to have provided a variety of <br />professional services since 1989. I am looking forward to the opportunity for SEH to <br />continue this relationship through Marty Rye in the future. Lastly, as discussed at the last <br />meeting, we are hopeful that you will provide us with a constructive critique of our services <br />through the survey forms provided at the January meeting. It is through your input that <br />we can best improve our services to meet and exceed your expectations.. <br />
