Keel: <br />The subjcot Enviroatrrtcntal Assossmertt Worksheet (EAW) has been reviewed by the Minnesota Pollution <br />Control Agency (MPCA). The information provided in the EAW supports the conclusion that the proj®ct <br />will havo positivo long-term environm®ntal effects and the preparation of an )Environmental Impaot <br />Staterrtent is not justified. The following comments are made for your consideration. <br />Item 17 identifies erosion and sedimentation measuz~s to be employed during construction. What features of <br />the project K~iil protect the reconstructed wetland from sedimentation after the completion of construction? <br />The LO-9 subwatershed has been identif cd in item 18.b as being the major external source of phosphorus <br />to Lake Owasso. What measures have been yr will be taken to prevent the mobilization of runoff and <br />phosphorus within this subwatershcd? Have opportunities for ovcrlatzid flow and runotlF retention been <br />created upstream? Such elements should be pursued as a high priority to both enhance and prolong the <br />effectivones& o£treatm®nt systems. <br />It is not clear how the targeted load reduction of 7U kg was selected (Appendix). It would be preferable to <br />havo this based on a projected load reduction needed to meet a specific in-lake water quality goal for TI', <br />chlorophyl! a, or sceehi disc depth. This may have been done, however, such documentation was not <br />provided in the EAW. <br />We Hate for the record that the EAWs provided to the MPCA for review had trot been sigrrod. <br />Thank you for the opportunity to review the EAW on the project.
