'S'he law also provides that if a WMC7 <br />submits a plan for review prior to the tune-line set by the priority schedule, the <br />plan is approved by default if the BWSR fails to adjust the priority schedule. <br />Existing plans remain will remain in full force and effect until the time tlae BWSSt <br />informs a WM4 of tk~e need to revise its plan pursuant to the priority schedule. <br />{See lines 1Q-36 on page 5 axtd Lines 1-4 on page 6 of C. Z$4) <br />S. Grants may be awarded directly to WMQs. MS 1038.3369 was revised to give the <br />BWSR new aut>ority to award grants directly to WMQs {ixlcluding planning <br />grants). It is the intent of the BWSR staff to recommend that our Board consider <br />awarding planning grants to WM4s that are high om the plan priority list for the <br />purpose of developing second generation plans. The timing and amount of the <br />grants will, be set in the future after consultation and in coordination with tlae <br />Metropolitan Council with respect to tT~eir water quality grant program. (See <br />lines 1g-20 on page 22 of C. 184) - <br />9. Metro counties will be eligible for base grants. All metro counties will be <br />receiving a base grant in tlae amount of at least $18,750 for implementation of <br />surface or ground water txtanagement plans. Tt will be up to individual WMOs to <br />lobby their counties for any share of tZiis funding. (See limes 1-10 on page 23) <br />Z0. SSR will be developing model second generation plans. The BWSR was <br />recently notified that it had received a grant from the Metropolitan Council to <br />develop two model second generation "509" plans. The ]BWSR intEnds an <br />developing oue model for a primarily rural WMO and one model for a WMO in <br />the developing urban fringe. The BWSR desires to identify two WMOs that are <br />willing to allow the BWSR to act as their consultant in the context of a state/Local <br />partnership to develop their second generation plans and use therm as a model. If <br />no willing and suitable VVMCJs are identified, the alternative would be to develop <br />generic model plans based $ctitidus watersheds. <br />Zt is the hope of the BW$R that the above recent changes and developments will result <br />in a more expedient timely plan review process, higher quality second generation plaits <br />and lowered costs to WMOs in fulf~Jling their responsibilities with. respect to watershed <br />planning. <br />
