The Metropolitan Council aa.d the state review <br />agencies desire #o review the information we receive from this survey to begin <br />discussions on establishiag the przority schedule for plan submittal and to develop a <br />strategy for uncial assistance for plan development. <br />For your information, no revisions to the Wetland Conservation Act were passed this <br />session although most everyone agrees that certain improvements need to happen. 'T'he <br />~3WSR will be working with the various factions at every opportunity prior to the nett <br />legislative session to work towards legislative changes that will get through both houses <br />and achieve the governor°s signature. <br />In addition, all WMOs should be aware of tkte fact that the legislature enacted Legislation <br />that mandates a study resulting in recommendations for the reorganization of state <br />envxronmerttal agencies aad certain local special purpose districts. CYtapter 248 of the <br />Laws of 1995 (copy enclosed) specifically requires the governor and legislature to <br />develop plans for the reorganization of state agencies and local govcrnruaent special <br />purpose districts, including WMOs. The resulting recommendations of the plans must be <br />submitted to the legislature by December x5, 1.995. As many of you know this issue has <br />been a topic of past legislative sessions, All past sinular proposals eliminates the BWSR <br />as a free Stdndii7lg agency and places all or portions of the functions of the BWSR in <br />either the Department of Natural Resources, the Pollution Control Agency and/or the <br />Department of Agriculture.
