Deputy State Hazard Mitigation Officer <br />Division of Emergency Management (DE) <br />The Great Flood of 1993 emphasized the need for increased focus on hazard mitigation . <br />initiatives at both the state and federal levels. The HMGP was established in 1989 under the <br />Stafford Act as a 50/50 grant program designed to fund projects that. reduce or eliminate damages <br />from future natural disasters. 'The 1993-94 Congress changed the funding ratio to 7596 federal/ <br />2596 non-federal and increased the amount of funding for HMGP projects to 1596 of the total <br />dollars spent on both the Public Assistance and Individual Assistance Programs following a . <br />Presidentially-declared disaster. This resulted in $12.8 million dollars being available to - = . <br />Minnesota following the 1993 flood.
