This proclamation <br />addresses Flash Floods which are very <br />distinct from the Spring flooding Which <br />typically results from snow melt runoff and <br />spring rains. Spring flooding is more <br />predictable since ground water moisture, <br />stream flows. and water equivelent of the <br />snow cover are known variables in <br />predicting spring floods. Flash flooding <br />results from intense rainfall of thunder- <br />storms.
