Keel, Director of Public Works <br />RE: GRASS LAKE WATER MANAGEMENT ORGANIZATION (GLWMO) <br />UPDATE AND BUDGET REQUEST <br />GLWMO is a water management organization governed by afive-member board appointed by the <br />Cities of Roseville and Shoreview. This organization, formed in 1983, manages water resources <br />in the northeast portion of Roseville including Lake Owasso. Funding is split equally between <br />Roseville and Shoreview. A short report providing a description and short history of GLWMO is <br />attached <br />From 1984 to 1990, both Roseville and Shoreview made separate annual contributions averaging <br />$33,000 to GLWMO. Because the board's expenditures were actually lower than city <br />contributions, a large fund balance accrued. Accordingly, no city contributions were made for the <br />years 1991 through 1.995. GLWMO operations for these years were funded through the existing <br />fund balance. Currently, the fund balance has been depleted and additional contributions from <br />Shoreview and Roseville are necessary to continue the proposed GLWMO operations. Based on <br />GLWMO's preliminary budget of $50,600, Roseville is being requested to contribute $25,300 for <br />1996. In the past, Roseville has funded its share through the storm water utility. Currently, this <br />amount is not included in the proposed 1996 Roseville City Budget. <br />As was discussed during the preparation of the 1996 Roseville budget., the proposed GLWMO <br />contribution has not been included in recent budgets. As such, it is seen as an increase in the <br />budget compared to the approved 1995 budget. It was felt that it would be beneficial for the <br />board to discuss its past accomplishments and future goals with the City Council before additional <br />funding is approved. <br />Please schedule a discussion of GLWMO for the August 21, 1995, City Council work session. <br />Edward Roberts, the chair of GLWMO, will attend the meeting to make a short presentation and <br />to answer questions from the council. <br />Attachment <br />
