G SS LAKE NAGEENT DISTRICT <br />COUNCIL UPDATE <br />The Grass Lake Water Management Organization (GLWMO) was organized in December, 1983, <br />to address the problems of increased flooding and water quality degradation in the watershed. <br />This organization was formed in response to State legislative requirements passed as part of the <br />Metropolitan. Surface Water Management Act in 1982. In its 12-year existence, GLWMO has <br />completed a number of projects that have positively impacted water resources within the <br />watershed. <br />The Grass Lake watershed is located in north central Ramsey County and covers approximately <br />nine square miles-one-half in Roseville and one-half in Shoreview. There are 12 water bodies <br />within the watershed ranging in surface area from three acres to 410 acres. Grass Lake, a large <br />wetland located on Ramsey County open space north of I-694, is the repository for all the surface <br />runoff which courses through the watershed. Lake Owasso, Lake Wabasso, and Snail Lake are <br />the major water bodies within GLWMO. <br />GLWMO was organized as a joint powers agreement between Shoreview and Roseville. It is <br />governed by a board of five members appointed by the city councils of each city. Each board <br />member serves athree-year term. The board serves at the discretion of both city councils. As <br />such, it is important that GLWMO activities meet the needs and expectations of each city. The <br />board wishes to provide the needed services as expeditiously as possible. <br />JOR PROJECTS/STUDIES <br />The following is a chronological list of major accomplishments including capital projects and <br />studies completed by GLWMO: <br />1983 GLWMO organized as a joint powers agreement between Rose~•ille and Shore~~iew <br /> as required by State legislation. <br />1984 GLWMO entered into an agreement with Ramsey County for water qualit)~ <br /> monitoring. of watershed lakes. <br />1986 Watershed management plan completed.. This extensive document, required by <br /> State legislation, includes a detailed physical description of the watershed, a <br /> statement of goals and objectives and policies of the watershed organization, an <br /> analysis and definition of problems, and a recommended capital improvement <br /> program.. <br />198? Roseville and Shoreview stormwater management plans were reviewed for <br /> compliance ~~ith GLWMO's watershed management plan as required by law. <br />
