d. Roseville Area High School expansion
As part of the school district's capital improvement program, a large remodeling
project is ongoing at the Roseville Area High School. This expansion project includes
the construction of new classrooms, a new gymnastics facility and new parking lots.
Stormwater from this development is collected. on site and is conveyed across County
Road B-2 to Willow Pond. Because the site was completely developed prior to the
expansion, little Stormwater ponding improvements are proposed. At a minimum,
stormwater will be treated for the removal of grit and larger sediment. It is expected
that this work will be completed in 1996.
e. Acorn Park regrading
As part of Roseville's park improvement program, modifications are proposed to
Acorn Park. Acorn Park is located south of County Road C and west of Rice Street.
Roseville's Parks Department has prepared plans to regrade approximately one-half of
the park site to provide for future redevelopment including new parking lot facilities,
tennis courts, basketball courts, warming house facilities, and a new frisbee golf
course. The grading plan was designed to avoid all wetland impacts and to minimize
tree removal. The approved plans include adequate provisions for erosion control. It
is expected that work will begin shortly and completed before the end of this
construction season.
g. Ladyslipper Park petition
In 1993, the Roseville City Council received. a petition from residents surrounding
Ladyslipper Park. Ladyslipper Park is a large wetland connected to Lake Owasso
south of the railroad trestle and north of South Owasso Boulevard. Residents have
asked that the City consider improvements to the park and wetland area to improve its
recreational potential.
Following receipt of the petition by the City Council, a feasibility report was
completed in 1993. The report identified a number of improvements that could be
accomplished to improve water quality. However, because of the relatively minor
treatment potential compared to other projects, no further action was taken.
This petition and feasibility report were recently reviewed by the Roseville City
Council. The Council directed staff to investigate a maintenance program and future
improvements for Council review. Maintenance activities may include cleaning of the
existing canoe access as well as clearing the debris which collects under the trestle.
Future projects may include aquatic vegetation control in the open water portion of
the wetland.
2. New developments/projects within Shoreview affecting GLWMO
a. Attached is a memo from Mark Maloney describing the new developments and
projects that affect GLWMO.
