d. Roseville Street Reconstruction <br />As part of its annual Pavement Management Program, the City of Roseville will <br />reconstruct approximately 4.5 miles of roadway in 1996. The only roadway <br />construction within GLWMO is Transit Avenue, just east of Dale Street. This <br />short cul-de-sac is served by an existing storm sewer system. As such, no changes <br />in the drainage patterns will be made as part of construction. Proper erosion <br />control is included in the construction plans.. This project includes the restoration <br />of an eroded ditch section immediately east of this cul-de-sac. <br />e. Bennett Lake Gravity Outlet <br />Bennett Lake is a shallow wetland located in Roseville's Central Park, south of <br />County Road C between Lexington Avenue and Victoria Street. A large portion <br />of the west side of the Grass Lake watershed drains to Bennett Lake. Bennett <br />Lake drains via an existing pumping station to the American Legion wetland, and <br />eventually to Lake Owasso. After a heavy rain, city crews manually operate the <br />pumps until the level of Bennett Lake is drained below the pathway. Special care <br />must be given, when pumping, to avoid flooding in the American Legion wetland. <br />Because the pumps are rather large, some sediment is pumped along with the <br />stormwater. <br />This summer, Roseville plans to construct a gravity storm sewer to drain Bennett <br />Lake naturally. This change will both reduce the resources spent to operate the <br />pumps, as well as improve the water quality entering the American Legion <br />wetland. The proposed outlet will include a structure to allow the system to be <br />adjusted and controlled. The old pumps will be retained for special situations. <br />2. New developments/projects within Shoreview affecting the GLWMO: <br />a. Victoria Street Reconstruction <br />Plans and specifications for the reconstruction of Victoria, from County Road F to <br />Lexington Avenue are complete and City Council has authorized the <br />advertisement for bids. The project includes widening, repaving, concrete curb <br />and gutter, and minor sewer and water repair.. Construction is anticipated to start <br />soon after Memorial Day and be complete by Halloween. <br />b. Shoreview Woods Development <br />Shoreview Woods is an 11-acre development located on the shore of Snail Lake. <br />Approval of the conceptual plan of the proposed 23-lot development was sought <br />at the April 15, 1996 regular Council meeting. Council tabled the official action <br />for 4-6 weeks, citing the need for more information on wetland delineation, <br />erosion control, and water quality effects on Snail Lake. The developer has since <br />completed the wetland delineation. <br />
