Keel, Roseville Director of Public Works <br />Re: STAFF REPORTS ON PENDING MATTERS <br />There are a number of items that were reported at the July 25, 1996, board meeting which are still <br />ongoing. These ongoing projects are not reported below unless significant changes have <br />occurred. <br />Outlet to Bennett Lake <br />This item was reported at the July meeting and consists of construction of a gravity storm <br />sewer to drain Bennett Lake across Victoria Street to the American Legion Ponds..The <br />purpose of the project is to reduce maintenance and operating costs associated with the . <br />existing pump. In addition, the project improves the quality of water discharged to the <br />American Legion ponds, since bottom sediments in Bennett Lake are not disturbed by the <br />storm water pump. Since July, modifications have been made to the pipe outlet on the east <br />side of Victoria Street to include the installation of a fish guard. This installation, required <br />by the DNR, discourages the migration of rough fish from Lake Owasso into Bennett Lake. <br />Bennett Lake is currently being managed by the DNR as a game fish pond. As such, they <br />are interested in keeping it separated, at least from a fisheries point of view, from Lake <br />Owasso. <br />b. Lake Owasso Task Force <br />Earlier this summer, the Roseville City Council appointed a task force consisting primarily <br />of residents on Lake Owasso to review lake-use regulations. This task force was formed to <br />help the Council resolve differences in no-wake zones in Roseville and Shoreview. <br />Currently, Roseville's ordinance requires a 300-foot no-wake zone while Shoreview's <br />ordinance requires a 150-foot no-wake zone. Discussion of this issue has raised. a number <br />of concerns including active/passive uses of the lake, environmentaUwater quality/turbidity <br />concerns, water safety, water ski usage, and noise. The task force has asked that a <br />representative of the board meet with the task force to provide information regarding the <br />Grass Lake Water Management Organization Board's role in managing Lake Owasso. It <br />may be beneficial for the board to discuss what type of involvement, if any, it wishes to have <br />with Roseville's Lake Owasso Task Force. <br />
