would check on this (per SP, JV questions). DA and IsL disagreed whether boat traffic
could impede riparian access. Mechanical or hand clearing of weeds can be done if < 25U0
ft'-, iJ~cluding a <15'-wide boat channel, with notification. of the GLW'~,iD (and city?).
Chemical treatment requires a permit (DA,MC).
Is there a right not to have one's shoreline eroded? Unclear. DNR regulations specify type and
dimensions ofanti-erosion materials and beach sand blankets.
Do shoreline owners have the right to put out docks, rafts, or buoys iJ1 order to discourage boat
traj~c Haar their shore or to indicate the extent of the no-tivake buf~er::one? No permit is
required for structures extended from shore, but rafts need permits. Structures that are
saferi• hazards are not permitted; long docks in shallow water may be reasonable.
General discussion withl~lr. Converse followed --
The proposed Shoreview ordinance is adequately acid appropriately drafted, but >\~1C had no
personal opinion about it. The currant ordinance is unclear,. and some modern-day
problems are not addressed (MC).
Wakes can travel long distances on calm days (DA) but are subject to dissipation (JG).
~'e can change regulations subject to DNR's standards (JG, 6110.3700).
If a JPA is reached that the DNR does not approve in its entireh-, it is likel>> (y~1C's words) that
the D~'R could accept only part, and require the cities to amend their ordinances
accordingly. We could put an "escape clause" uito the JPA that clearh_ • allows the DNR
to do this.
~1ost JP_-~'s arz approved b_v the DNR; they commonly defer to cities.
?dir. Deternline questions to be provided to ap rticipants in the I I `13-96 meeting,
Due to the late hour and because environmental questions were not yet developed and
most environmental guests were invited for 11 `13, it was decided to spend the 10:30 meeting
developuig questions for both the environmental panel (11/13) and questions plus guests for the
regulator~~ - safeh' panel (likely 12/4). GW felt there was a need to organize and prioritize
questions. JG urged others to coma prepared.
Jeff Roessler (GLWLID) will he re-invited for 1 I!13 by Egli. Other guests on I 1 I3 will
be: Tom Peterson (Ramsey County Soil and Water Conservation District), Terry Noonan
(Ramsey counri~ limnologist). and Ed l~iusielewicz (National Resources Conservation Service).
These three felt they could not answer questions specifically about Lake Owasso (DA). Tom
Landwehr (Shoreview city council) sees himself as more of a facilitator than an expert. and will
not attend. No one from DNR is slated to attend (but see JG handout on fisheries, below).
Don i~lzyer (environmental) could not attend on 10/30 and will be invited for 11!13 or
another time bv_ Wood. Otherwise, Wood will ask him if he would be willing to respond in
writing to our questions.
Lt. Bergeron andior Dep. Biehn of the Ramsey county sheriffs water patrol would be
likely guests on 12/4 (Prole to invite) It would be good to get someone from the DNR who
overseas regulations (GW); unclear who will invite them (DNR phone = 296-3336).
All the invited guests who are public officials will require an official in~~itation from Steve
North and the cite.
