PAUL, MN 55110 612 490-2000 800 325-2055 <br />ARCHITECTURE ENGINEERING <br />ENVIRONMENTAL TRANSPORTATION <br />RE: GLWMO <br />1997 Public Information Plan <br />SEH No. A-GLWM09601.00 <br />Mr. Mark Maloney <br />Public Works Director <br />City of Shoreview <br />4600 North Victoria <br />Shoreview, MN 55126 <br />Dear Mr. Maloney: <br />The Grass Lake Watershed Management Organization (GLWMO) Board earmarked $20,000 at the <br />July 25, 1996 meeting for public information within the watershed. On August 2, 1996, Karl Keel, <br />you, and I met to discuss the potential 1997 GLWMO Public Information Plan. Items of discussion <br />were the potential project goals, methods of accomplishing these goals, and measurement of success. <br />In order to maximize the efficiency of the organization's budget, the Public Information Plan should <br />include items which build upon existing programs as opposed to "re-inventing the wheel" or <br />potentially duplicating the efforts of other organizations. In addition, it was determined that the <br />Board may be especially receptive to programs which targeted youth within the watershed. <br />Based upon this discussion, an investigation was made to identify potential 1997 GLWMO Public <br />Information. Plan components. On September 17, 1996, Karl Keel, you, and I met with Peder <br />Otterson of the Minnesota Department of Natural Resources (Mn/DNR). Mr. Otterson is the <br />Coordinator for the Minnesota Project Water Education for Teachers (WET). Project WET provides <br />an activity guide (K-12) covering all aspects of water. The activity guide covers physical, chemical, <br />and biological properties of water and its social and cultural constructs. The teachers then <br />incorporate these activities into their curriculum. <br />I spoke to Senior Pollution Control Specialist Roger Ramthun of the Minnesota Pollution Control <br />Agency (MPCA) and he indicated that there is presently no formal MPCA education program. The <br />main emphasis of the Minnesota Board of Soil and Water Resources (MnlBWSR) education <br />programs are agricultural practices and rural land uses. Mn/BWSR facilitates stenciling programs <br />which identify the destination of storm sewer systems to help minimize dumping of materials into <br />catch basins which degrade downstream water resources. <br />Based upon the previously discussed investigation, the following items with comment are presented <br />for the Board's consideration for inclusion in the 1997 GLWMO Public Information Plan. <br />SHORT ELLIOTT <br />HENDRICKSON INC.
