Consequently, a
replacement plan is not required for individual projects for the repair,
rehabilitation, reconstruction, or replacement of a currently serviceable existing
state, city, county, or town public road necessary to meet state or federal design
or safety standards or requirements -- provided that annual reports to the BWSR
are submitted by January 15th of each year which describe the wetland impacts
(amount, location, wetland type, etc.) for the previous and upcoming year.
The legislature, as part of the 1996 changes, provided the BWSR with $3 million
for establishment of replacement sites, at least half of which must be used in the
seven-county metropolitan area, according to law. At the October 1996 Board
meeting, the BWSR approved the option recommended by staffto work directly
through existing governmental units to target wetland replacement in key areas.
The $3 million will be made available to selected project sponsors as partners of
the BWSR in establishing priority replacement wetlands. The BWSR will make
payments to the selected project sponsors to establish the wetland sites and will
retain the wetland credits resulting from the replacement wetlands.
Printed on recycled paper
