BWSR Road Replacement RFP <br />February 26, 1997 <br />Page 2 <br />1997 ALLOCATION <br />The BWSR has directed the 1997 allocation of the $3 million for road replacement wetland <br />projects to be distributed in the following categories: <br />1) $1 million for seven-county metropolitan area projects that contribute to "urban <br />renewal" (see M.S. 103G.222, Subd. 2), with a project cap of $333,000; <br />2) $1 million for other seven-county metropolitan area projects; and <br />3) $1 million for projects in critical areas outside of the seven-county metropolitan area. <br />SELECTION CRITERIA <br />Basic criteria for selection of projects to be funded under this program have been developed. <br />Only new projects, not previously established or commenced projects, will be considered for this <br />program. The BWSR will not purchase credits from existing banks. In general, projects will be <br />selected based upon the following criteria: public benefit, sustainability, cost-effectiveness, <br />diversity, geographic distribution and local support. For further guidance, please refer to the <br />attached "Priorities and Criteria" for seven-county metro sites and critical areas outside of the <br />seven-county metro area.. <br />ELIGIBLE COSTS <br />The BWSR will insure that all costs will be covered for projects selected for this program. At this <br />time, the BWSR is interested in locating all pote~rtial sites that may be eligible for this program. It <br />is not crucial to be concerned about the project costs at this first phase of the screening process. <br />All potential sites, without legal impediments, should be considered and sent to the BWSR. Areas <br />to consider should include, but not be limited to, sites which applied for but were denied funding <br />through. the Reinvest In Minnesota (RIM) or U.S. Fish and Wildlife Service (USFWS) <br />conservation programs and other public or private programs, as well as sites identified as high <br />priority for restoration or creation of wetlands in local comprehensive water/wetland management <br />plans or other resource management plans. <br />After the BWSR, with the assistance of cooperating agencies, reviews the applications and <br />performs on-site review of select sites, the BWSR will contract with the selected project sponsors <br />to undertake all. work necessary to complete the projects. The following costs are eligible for <br />reimbursement under this program: <br />- reconnaissance or site exploration <br />- land purchase or easement payments and expenses <br />- project design <br />- legal work <br />- construction and vegetation establishment <br />- projected maintenance costs for the life of the project <br />- indirect (overhead) costs. <br />
