Minnesota Wetlands Conservation Planning <br />Work Team Report <br />Update, News, Calendar January 1997 <br />• PROJECT STATUS <br />Recommendations for <br />plan near completion <br />Januan- 29-30 is set for what could be the final meeting <br />of the Work "feam on their recommendations Tor a <br />Minnesota Wetlands Conservation Plan. Major topics on <br />the agenda are summarized in this newslet:~~. If the <br />Work Team can complete its responsibilities at the <br />January meeting, then their recommendations should be <br />available by March 1997. Copies will be mailed to <br />everyone on the project mailing list for comment. <br />During the last -1 months, many specific ideas and <br />recommendations emerged, were argued and re- <br />formulated, given re~riew by the Wetlands Nehvork <br />("WetNet") and in local meetings, and put into draft form <br />for consideration by the WetNet . A large volume of <br />work has been done in a short period of time. <br />Several ways of collecting public feedback are under <br />consideration. For example, a new DNR web site will <br />open to the public soon on the Internet and a hyperlink <br />connection to the Project Coordinator for comments on <br />the plan should be available by March. <br />The goal & the challenges <br />character and health of the wetland resource, in order to <br />promote ecologically, socially, and economically <br />sustainable communities. The purpose of the Minnesota <br />Wetlands Conservation Plan is to guide stewardship of <br />wetlands and it does so by using a geographic system <br />approach to the issues. This Goal Statement sets forth a <br />demanding objective of continuous improvement, always <br />trting to do better both for the resource and. for ourselves. <br />The Minnesota Wetlands Conservation Plan should <br />address four basic challenges for the wetlands <br />conservation system in the mid-1990s to meet it's goal: <br />* The need to give resource agencies a common set of <br />statewide strategies for wetland restoration, <br />protection, and management. <br />* The need to recognize and apply regional differences <br />in wetlands policies and decision-making. <br />* The need to simplify the permitting system and make <br />it more accessible, responsive, and efficient. <br />* The need to develop and. deliver better information to <br />people making decisions about wetlands. <br />o REGIONAL & STATEWIDE STRATEGIES <br />Getting away from <br />one-size-fits-all policy <br />T ~. g;;aa ivt :>..iaai>u ivi..i...:::`~.:1 :n ? •M . ., <br />maintain and restore the quality and diversity and <br />increase the overall quantity of wetlands in the state, <br />varying regionally in accordance with differences in the <br />w <br />C ~ <br />Wednesday, Jan. 29, 1997, 10:00 a.m. <br />to Thursday, Jan. 30, 1997, 11:30 a.m. <br />Holiday lnn, 2100 E Hwy. 12, Willmar, MN <br />MEETING PURPOSE: <br />Finish recommendations for a state wetlands <br />conservation plan. <br />Observers are welcome. <br />,~lflr#C~cr9n~r. rirr.~~rnc1'~a1CP.~ p$ I®c:3tiUn <br />This chapter will describe regional differences for 14 <br />areas of the state based on their ecology and general <br />landscapes, watershed features, major land use patterns, <br />and wetland characteristics. Management strategies <br />reflecting those regional differences will be outlined An <br />essential. bridge is made between state-level and. local- <br />level wetland conservation responsibilities. A draft <br />version of this chapter was taken to 10 local focus groups <br />during November-December 1996 for feedback. <br />Addressing situational circumstances <br />This chapter pro~7des guidance for restoration; <br />mitigation replacement; and four different kinds of <br />management settings that can be found in most parts of <br />Minnesota: urban, rural, natural environment, and <br />unique settings. This guidance will assist with <br />prioritization, budgeting, and staffing decisions for State <br />agencies. It should also provide important assurances to <br />
