Now Public Works Departments Can Help <br />Because storm drains are located on city streets, city or <br />county public works or highway departments usually have <br />authority over them. Before beginning a stenciling project, <br />organizations sponsoring~them need written. permission <br />from the city or county to proceed with stenciling. <br />Your department can help by granting permission and <br />providing a letter indicating this to the project coordinator. <br />In addition to granting permission, public works <br />departments can assist these projects in other ways. <br />Any available maps indicating locations of storm drains in <br />the area can help project sponsors target areas for teams to <br />stencil. Loaning safety equipment to the project is another <br />way to help. Sponsors are often in need of traffic vests and <br />cones for stenciling teams. By helping out on a <br />community-based project such as this, all organizations <br />can benefit. <br />Louis, Stevens, Crow Wing, Todd, <br />Pennington, Clay and Grant counties and <br />the Sauk River Watershed District. <br />PCllnt'SSU@S <br />To the extent possible, participants in this <br />stenciling project will use high-quality, <br />usable paint from household hazardous <br />waste collection facilities. This will help <br />make this project a very visible reuse <br />activity, as well as a pollution prevention <br />activity. <br />For the stenciling project, <br />participants will use aerosol or a flat <br />latex paint. Based on information <br />from other stenciling projects, this <br />paint will last about one to three <br />years on the roadway. White is the <br />suggested color for stencil paint, <br />unless your department will allow <br />the use of other colors. <br />Stenciling Safety <br />In any project involving volunteers, safety <br />issues can arise. To ensure stenciling <br />projects are conducted safely, volunteers <br />will be required to follow common-sense, <br />safety procedures. <br />•Each volunteer, or parent or guardian of a <br />minor volunteer, will sign a liability <br />waiver prior to stenciling. Participants <br />must be at least 12 years old. <br />• Every team of volunteers will have at <br />least one supervising adult. <br />• Stenciling teams will be required to <br />follow specific, detailed stenciling <br />instructions. <br />• Each team will use safety equipment, <br />including traffic vests and cones. At least <br />one team member will be required to <br />monitor for traffic while painting is <br />occuring. Youth teams will >;e required to <br />stencil only on residential, low-traffic <br />streets. <br />By following these procedures, stenciling <br />projects can operate safely, although these <br />measures do not eliminate potential <br />liability.
