Apri14, 1997
TO:
FROM:
RE:
Grass Lake Water Management Organization Board
Technical Staff
Grass Lake Water Management Organization (GLWMO) Public Relatigns~Plan
Over the past year the Board has discussed ways to become more involved in public education.
$20,000 has been budgeted in 1997 to begin efforts in this area. Staff has been meeting regularly
to develop a plan for implementation beginning in 1997. Since the board only meets quarterly, we
have taken the liberty to draft the following work plan. Please review it and forward any
comments you may have. Based on your input, we will present the modified work plan at your
next board meeting on May 1, 1997.
In recent years, the board has completed a series of engineering studies that provide. a
comprehensive review of water quality in GLWMO lakes. These studies include lake status
reports and lake management plans. It may be useful to utilize the findings of these studies to
help form goals for our public education efforts. For example, one finding was that neighborhood
runoff from our watershed contains higher amounts of phosphorus than typical residential
watersheds. This fact may suggest that we set a goal of modifying the turf management practices
of our residents.
The following work plan is proposed:
1. Set goals-It is important that we focus our efforts to attain definable outcomes. If
helpful, review past studies such Lake Status Reports and Lake Management Plans to
direct goals. Potential goals may include:
y.... develop a broad public understanding of the relationship between human activity and
__ .,~n__ ~,gwater quality
educate Lakeshore property owners about the benefits of aquascaping and shoreland - ~'
_.. ~._ __ __N.~~._,..~____ _ management
~ modify turf management practices of watershed residents to protect water quality- ~~-
__ ~ ____ ~__ educate the public about the impacts of recreational lake use on lake water quality
,t ! educate decision-makers of the impacts of governmental. decisions on water quality ~
~ 1 educate riparian land owners of the impacts of chemical applications on water quality - - -.--
`~`"` ~. ~ educate citizens about the importance of water quality to our standard of living. P
2. Research Once goals have been established, it is necessary to determine if and how well
the goals are currently being met. For example, we may find that a certain group of
residents are already aware of the impacts of their actions on water quality. Knowing this,
~" ~°

r
