we would focus our efforts elsewhere. Such research is useful to help focus public <br />relations efforts to the proper audience and to utilize the most effective tools. Research <br />could utilize past research in other watersheds or to develop research specific to <br />GLWMO. <br />3. Write a Plan The plan should utilize the findings of the research element to determine <br />target audiences and techniques. The plan should estimate expected outcomes, so the <br />plan's effectiveness can be monitored. Budget project and schedules should also be <br />included in the plan. <br />4. Implementation This step may take a number of years to complete. We should remain <br />flexible to allow changes in our approach based on our success on previously completed <br />implementation. <br />5. Evaluate In order to determine what aspects of the plan were successful, and which need <br />improvement, it is necessary to evaluate the project's implementation. This step will <br />compare actual outcomes to those projected in the work plan. This step is very useful in <br />helping guide future public relations efforts. <br />Staff feels it is important that progress should be made on this project ' 1997. To help <br />expedite the project, please review the comment on goals by April , 1997. Based on <br />your direction, staff will compile available research and present both the goals and {,v~r~= ~1 ~~ <br />research f to the boards for review and approval at the May 1, 1997, meeting. <br />Staff will also present a draft work plan. <br />
