BtiVSR Meeting itilinutes August 28, 1997 Pave Two Chair Roer called the meeting to order at 8:40 a.m. and wetcomed everyone to Crookston. Chair Roer stated that we're commencing a new era on the board, agency voting members. Chair Roer introduced Rod Sando, commissioner, Department of Natural Resources; Jim Anderson, i/finnesota Extension Service; Sharon Clark, deputy commissioner, Department. of Agriculture; Kim Benson-Johnson, attending on behalf of Kelli Johnson, assistant commissioner, Department of Health; and absent today Peder Larson, commissioner of Pollution Control Agency. Chair Roer thanked Tim Hvidsten, ~vho graciously hosted a wonderful dinner last night for the board; also thanked were staff from Kittson SWCD, vlarshall SWCD, Middle River-Snake River tiVatershed District, Red River Watershed Management Board, ivIAStiVCD Area I, IVlayor Dick Nelson of Warren, T~vo Rivers Watershed District, and Brian Dwight and Karen Johannsen for organizing a very informative tour of northwestem iYlinnesota. Chair Roer asked members to introduce themselves. Adopt Agenda -The New Business item m3, proposal to gain funding for limited duration RIv1 easements on riparian sites, will be for discussion rather than decision. Nfoved by Barb Cobb, 'S8 seconded by Marv Tripp, to approve the agenda as presented. Motion passed on a voice vote. Approval of Minutes of July 23, 1997 - iVloved by vfarv Tripp, seconded by Lee Coe, to -59 approve the minutes of July 23, 1997 as circulated. iVlotion passed on a voice vote. Chair's Report -Chair Roer reported that she attended the Environmental Cluster meeting, discussion included budget initiatives and the pipeline for southern iVlinnesota. Executive Director's Report -Ron Harnack reported that he attended the MRCS annual meeting on August 26; discussion included MRCS staffing and training initiatives. Ron stated that the tour yesterday of northwestern Minnesota vas very good. Ron reported that many activities are going on at this time --BWSR staff are wor'ning on the bonding budget; the Farm Services Agency (FSA) has not fully endorsed the Conservation Reserve Enhancement Program (CREP). The Governor has issued a letter to Congressman iVfinge affirming the state's endorsement of CREP. Aboard member will be assigned to the RLtiI Advisory Committee. The Department of Administration iVfanagement Analysis Division has been contracted to assist BWSR in assessing administrative support functions, a periodic need as we grow in numbers and programs. Ron encouraged the agency members to be involved in the BWSR's committees. Dispute Resolution Committee (DRC) Report - vlarv Tripp reported that an active appeal with the Metro Airports Commission vs the Coon Creek Watershed District is scheduled for a hearing in October.
