BWSR Meeting ivlinutes <br />August 28, 1997 <br />Page Three <br />Education and Public Relations Committee -Barb Uppgaard reported that the committee met <br />on August 26. A letter was received from the Minnesota Extension Service (MES) alerting <br />BWSR that funding may be lost if the position was not filled by the end of September; that <br />filling the northern position was a priority. Ron Shelito and Jeff Nielsen polled local <br />governmental units throughout the state to see what educational priorities of BWSR should be. <br />A report will be summarized next month by staff. A revised draft report on the education <br />strategy will be done for next month. <br />Cost-Share/Soil Conservation Committee -Dwain Otte reported that BWSR members and <br />staff met with IViASWCD and MACDE and came up with six different options; four options <br />evolved for further discussions at iV1ASWCD area meetings. A committee recommendation will <br />be sent to the Board for decision early next year for allocations to be distributed in June. Dwain <br />thanked the committee for their input. <br />Chair Roer reported that the Wetlands Committee did not meet; however a meeting is being <br />scheduled to discuss WCA rule process options. <br />Financial Oversight Committee - Ginny Imholte reported that Stearns SWCD will host a <br />computer session in September to look at softtivare packages. <br />Feedlot Committee -Allan Oehlke will defer his report until September when we will hear from <br />several interests on the issue of feedlots and land use. <br />Agency Reports <br />Sharon Clark, deputy Commissioner, Department of Agriculture (!~IDA), introduced Bob Patton, <br />staff of iVIDA. She appreciated the tour yesterday; VEDA has been receiving many requests for <br />ring levees. ~1any meetings regarding the pipeline coming into Minnesota; a mitigation plan is <br />being put together with the Attorney General's office. The Leech Lake and Red Lake tribal units <br />have been meeting with iVIDA and DNR. yIDA is meeting with DNR and PCA to coordinate <br />working relationships. ivII~A has also been busy with environmental cluster meetings dealing <br />with feedlot issues. <br />Kim Benson-Johnson, Department of Health, thanked everyone for the tour yesterday; Keili <br />Johnson will be attending the next BtiVSR meeting. Kim stated that MDH continues to work <br />with flood issues. <br />Jim Anderson, tilinnesota Extension Service (tiIES), stated that the tour yesterday was great, he <br />now has a better understanding of issues in northwestern Minnesota. v1ES received a request <br />from Bruce Sandstrom and Phil BeIfiori regarding the joint powers agreement with watershed <br />management organizations in the metro area. itileeting today with JPB members to keep MES <br />
