BWSR yIeeting Minutes <br />August 28, 1997 <br />Page Six <br />Order Hearing for tiVashington County Establishment Petition for Brown's Creek <br />Watershed District -Jim Birkholz explained that the area had previously been in a joint powers <br />agreement watershed management organization; however, the Brown's Creek WtifO was <br />terminated. Subsequently, B~VSR notified Washington County of their obligations, Washington <br />County fulFlled its responsibilities on a temporary basis and now has petitioned for <br />~ establishment for a watershed district. Moved by Ginny Imholte, seconded by Barb Cobb, to <br />1-63 order hearing on the Washington County Establishment Petition for Brown's Creek Watershed <br />District, 10:00 a.m. on September I7, 1997, at the City of Stillwater City Hall. 1~Iotion passed on <br />a voice vote. <br />Advisory Comments <br />-vlark Aanenson, MACDE, thanked the BWSR for coming to northwestern Minnesota. Mark <br />asked if the critical habitat of the Rltii 1 program being addressed; such as prairie chickens, <br />waterfowl production, and timberwolves. Mark also reminded the BtiVSR that 20 years ago this <br />area of the state vas draining wetlands. General services allocation is a concern in this area of <br />the state.. Farmstead windbreaks as part of the cost-share program is also a concern in this area. <br />-Vern Johnson, iVlAtiti'D, enjoyed the tour of northwestern tifinnesota. He briefly commented on <br />the taxing authority for watershed districts.. <br />-Al Gustafson, MRCS, reported on the status of CRP. He reported that S6 million for fiscal year <br />1997 has been approved for EQIP for Minnesota; FY98 EQIP has been submitted, waiting for <br />approval of S20 million. Justin Jeffrey's position has been extended another two years. N"RCS is <br />pleased with the working relationship of Joe Wiltsey, training coordinator. <br />~ Notiā¢ember/December itileeting Date - Moved by Dwain Otte, seconded by iVlarv Tripp, to <br />'-64 eliminate the November meeting and meet on December 17 in St. Paul. ivlotion passed on a <br />voce vote. <br />Chair Roer adjourned the meeting at 12:10 p.m. <br />Respectfully submitted, <br />Kathleen Roer <br />Chair <br />
