BWSR itiIeeting Minutes <br />.=august ?8, 1997 <br />Page Six <br />Order Hearing for Washington County Establishment Petition for Broti~•n's Creek <br />Watershed District -Jim Birkholz explained that the area had previously been in a joint powers <br />agreement watershed management organization; ho~~•ever, the Brown's Creek. WtiIO was <br />terminated. Subsequently, BWSR notified Washington County of their obligations, Washington <br />County fuif lied its responsibilities on a temporary basis and now has petitioned for <br />} establishment for a watershed district. Moved by Ginny Imholte, seconded by Barb Cobb, to <br />7-63 order hearing on the Washington County Establishment Petition for Brown's Creek Watershed <br />District, 10:00 a.m. on September 17, 1997, at the City of Stillwater City Hall. tifotion passed on <br />a voice vote. <br />Advisory Comments <br />-Mark aanenson, MACDE, thanked the BWSR for coming to northwestern itilinnesota. tilark <br />asked if the critical habitat of the RLtiI program being addressed; such as prairie chickens, <br />waterfowl production, and timbenvolves. tilark also reminded the BWSR that 20 years ago this <br />area of the state was draining wetlands. General services allocation is a concern in this area of <br />the state. Farmstead windbreaks as part of the cost-share program is also a concern in this area. <br />-Vern Johnson, ~L~~VD, enjoyed the tour of northwestern Mirlinesota. He briefly commented on <br />the taxing authority for watershed districts. <br />-:~l Gustafson, ~,1~CS, reported on the status of CRP. He reported that S6 million for rascal year <br />1997 has been approved for EQIP for Minnesota; FY"98 EQIP has been submitted, waiting for <br />approval of S20 million. Justin Jeffrey's position has been e:ctended another two years. vRCS is <br />pleased with the working relationship of Joe Wiltsey, training coordinator. <br />November/December :Meeting Date - Moved by Dwain Otte, seconded by Marv Triop, to <br />-64 eliminate the November meeting and meet on December 17 in St. Paul. itilotion passed on a <br />voice vote. <br />Chair Roer adjourned the meeting at 12:10 p.m. <br />Respectfully submitted, <br />Kathleen Roer <br />Chair <br />
