BWSR Meeting Minutes <br />lYlarch 25, 1998 <br />Page Four <br />issues; an issue of importance is to work with other agencies regarding water quality standards. <br />Rod stated that a meeting will be held tomorrow with state agencies and <br />municipalities to discuss urban sprawl and wastewater treatment plants on the Crow River. Rod <br />reported that PCA staff are able to process one permit per person per month on feedlots; unless <br />the allocation changes to increase staff, that's where it's at. <br />Wayne Edgerton, Department of Natural Resources (DNR), stated that the EQB, which Rod <br />Sando chairs, ordered a GEIS regarding feedlot issues; a feedlot inventory will be one outcome. <br />A series of meetings statewide will be held in late May to get input on feedlot GEIS and scoping <br />issues. Wayne stated that the wolf management issues are addressed with the advisory group. <br />Committee Recommendations <br />Norman County and Roseau County Comprehensive Local Water Plans -Lee Coe reported that <br />the northern review committee met to review the Norman County and Roseau County <br />Comprehensive Local Water Plans, and recommends approval of the plans. Moved by Lee Coe, <br />98-21 seconded by Ginny Imholte, to approve the Norman and Roseau County Comprehensive Local <br />Water Plans. Motion passed on a voice vote. <br />Blue Earth County Comprehensive Local Water Plan -Glenn Annexstad reported that the <br />southern review committee met to review the Blue Earth County Comprehensive Local Water <br />Plan. The subcommittee recommends approval of the plan. Glenn showed the maps used in the <br />county to evaluate and assess feedlots and manure management in the county; if each county <br />assessed their feedlots like Blue Earth County, the feedlot moratorium wouldn't be an issue. <br />*~ Moved by Glenn Annexstad, seconded by Allan Oehlke, to approve the Blue Earth County <br />98-22 Comprehensive Local Water Plan. Motion passed on a voice vote. <br />Vice-Chair Uppgaard called for a break in the meeting at 10:05 a.m. The meeting reconvened at <br />10:20 a.m. <br />New Business <br />Total Maximum Daily Loads (TMDL) -Ron Harnack introduced Howard Markus, MPCA. Mr. <br />Markus distributed informational materials regarding TMDLs. He gave an overview of the <br />TMDLs and Clean Water Act, Section 303d; a schedule has been established for the state. <br />Howard stated that the information is in the State Register and can be accessed through the web. <br />It was decided that SWCDs should be a~,vare of this and receive this information. The total <br />maximum daily load equals the waste load allocation plus the load allocation plus the margin of <br />safety. Howard will distribute colored maps to board members. Discussion followed. Vice-Chair <br />Uppgaard thanked Howard Markus for coming in today to present this information. <br />Resolution Adopting the Permanent Wetland Conservation Act (WCA) Rules -John Jaschke <br />reported that the Administrative Law Judge (ALJ) recommended the rule for adoption.
