BWSR Meeting Minutes <br />March 25, 1998 <br />Page Five <br />prepared a resolution which adopts the rules as proposed and authorizes the Executive Director <br />of BWSR to carry out further procedural matters needed to enact the Rules into permanent status <br />before June 10, 1998. Moved by Allan Oehlke, seconded by Darrell Bruggman, that BWSR <br />98-23 adopts the Wetland Conservation Act Rules as published in the State Register on January 12, <br />1998 and authorizes the Executive Director to complete the processes necessary to enact said <br />Rules into permanent status before June 10, 1998. Motion passed on a voice vote. <br />FY99 SWCD General Services Grant Allocation Policy - Jim Birkholz reported that the BWSR <br />Cost Share/Soil Conservation Committee met on February 25 to recommend an allocation option <br />to the BWSR. The BWSR Cost Share/Soil Conservation Committee recommends the Board <br />adopt Option #2, with the stipulation, that funds of any future General Services Grants <br />appropriation increase would not be divided equally among the 91 SWCDs. For FY99, all <br />,.SWCDs will each receive about $20,165. Discussion followed. Moved by Ginny Imholte, <br />seconded by Barb Cobb, to adopt Option #2: to distribute entire $303,000 equally among all 92 <br />districts, with the stipulation that the division of any future increases will be decided at that later <br />date. Discussion followed. Moved by Lee Coe, seconded by Darrell Bruggman, to amend the <br />** motion to drop the last portion of the motion. Amendment failed. Moved by Allan Oehlke, <br />98-24 seconded by Lee Coe, to table the last portion of the motion until next month to rework the <br />wording. Motion passed on a voice vote. <br />Advisory Comments <br />Ray Bohn, Minnesota Association of Watershed Districts (MAWD), reported that MAWD has <br />been busy with legislative issues --Bois de Sioux issue looks like it may happen in the Tax <br />Conference Committee; the Wild Rice Watershed District has language in the Tax bill; Sauk <br />River Watershed District has language on the House side to repair a dam. Ray reported that <br />$l.~M in the Senate, zero in the House for flood mitigation and ring diking. The contract <br />language for watershed districts, in the BWSR bill, has been signed by the Governor. Ray stated <br />that legislatively, MA~VD is doing tivell. Ray reported that the iv1AWD summer tour is June 26- <br />27; former Secretary Bob Berglund has been invited to be a guest speaker. Ray reported that <br />Woody Love, current President of MAWD, was not reappointed to the board of managers for <br />Hennepin County. Vern Johnson, Vice-President, is no~v the President of MA`VD. Ray stated <br />that there's a new petition for a watershed district in Ramsey County, MAWD is willing to help <br />in anyway they can. <br />Vern Johnson requested to be on the agenda at an upcoming BWSR meeting to make an <br />informational presentation on watershed districts. <br />Franklin Denn, Minnesota Association of Townships (MAT), reported that MAT has been busy <br />during the legislative session. Township officials are attending short courses. <br />
