~ 999 CIiALLENGE GRAN'T'S CNI)I7CI®NS ANT) CIiARACTERIS~'ICS <br />/ Granf Maximums. Grants will not exceed the amount requested. Grants will be awarded on a <br />competitive basis. There is a $70,000 limit for multi-county applications and a $30,000 limit for <br />individual county applications. <br />/ Match. All grants must be matched at a 1:1 ratio r~vith either local cash or in-kind goods and <br />services. See enclosure on Criteria for Determining Eligible Local Match. <br />/ Grant Agreement Period. Grant period will be two years (October 1, 1998 -September 30, <br />2000) and may be extended an additional year with BWSR approval before the end of the grant period. <br />/ Records. Records must be kept regarding the receipt and expenditure of funds. <br />/ Audit. The joint powers board, county, or WMO, must agree to provide the State with audit <br />information as requested, and agree to have an audit (meeting the standards of the Office of the State <br />Auditor) covering the duration of the grant period within either one year from the end of the grant period, <br />or within the context of a regularly conducted audit, whichever occurs first. <br />/ Annual Progress Reports. Annual progress reports are due by February I st of each year of the <br />grant period. <br />/ Previous Challenge Grant Annual Reports. Payment of grant will be witheld if applicant has <br />any overdue or unsatisfactory previous Challenge Grant Reports. If you are not sure if your Challenge <br />Grant Annual Reports are current, contact your Board Conservationist. <br />/ Resolution. All applicants must submit the required resolution. Please refer to the two <br />examples enclosed. <br />/ Eligible Projects for LWRPMP Challenge Grants. <br />The purpose of this challenge grant is to accelerate the implementation of high priority action items of <br />comprehensive local water management plans. The use of these challenge grant funds for the actual <br />installation (cost sharing) or diagnostic studies of individual sewage treatment systems (ISTS) is <br />prohibited. However, activities such as feasibility studies, investigations, and preliminary designs <br />are eligible for funding. Surface and groundwater studies that would be done at a level <br />equivalent to a diagnostic study under MPCA Clean Water Partnership Programs will not be <br />eligible for challenge grant funds. BWSR's reason for not funding these types of diagnostic <br />studies is that it cannot provide the same level of staff interaction and oversight that MPCA <br />brings to its programs such as Clean Water Partnership, Phase 1 Diagnostic Studies. <br />/ Eligible Projects for Feedlot Challenge Grants. All counties are eligible to apply for a <br />Feedlot Challenge Grant. However, funding priority will be given to applicants with a MPCA <br />delegated feedlot program. Innovative approaches to reducing feedlot pollution are encouraged. <br />Special consideration will be given to proposals that serve to initiate or enhance geographic or <br />watershed based approaches to solving feedlot pollution problems. <br />
