C TE A JF'IZ ET INING ELIGIBLE LOCAL IVIATCIi <br />LOCAL MATCH <br />Challenge grants require a minimum 1 to 1 local match. Therefore each applicant must end the 2- <br />year grant period with a local match totaling the amount of the BWSR grant. Local match can be <br />comprised of either cash or in-kind contributions. Up to 50% of the local match can be federal cash <br />or in-kind contributions. State funds cannot be used as local match. <br />CASH CONTRIBUTIONS <br />All cash contributions from local sources are eligible. For purposes of this Challenge Grant, a local <br />source is considered a county, city, township, SWCD, local Extension, watershed districts, private <br />foundations, non-profit groups, federal sources, and private or civic clubs making a cash contribution <br />to the project. <br />Up to one-half of the local match can be federal funds. This means that a portion of cash <br />contributions from federal agencies are eligible. <br />IN-KIND CONTRIBUTIONS <br />In-kind contributions are generally considered those contributions of personnel, supplies, and <br />equipment that support a project, as opposed to cash contributions which are used to purchase <br />professional services and equipment for the project, etc.. <br />Local Staff - All. time spent on Challenge Grant activities during normal working hours and after <br />working hours (night mtgs. & overtime) is eligible as local match. The amount <br />should be based on actual salary plus a reasonable amount for overhead (office, <br />fringe benefits, etc.). A portion of federal staff time may be eligible as local match. <br />Elected Officials and Appointed Citizens -Time spent at meetings such as hearings and task force <br />meetings is an eligible local match. In figuring this match, we suggest applying a <br />standard per-diem rate for all members. <br />Volunteers - The time, mileage and expenses of local volunteers is eligible as a local in-kind <br />contribution. The dollar amount claimed should be based on local labor rates or what <br />you would have to pay if that person was contracted to do the work. Documentation <br />of volunteer time, mileage, and expenses is required, therefore some type of reporting <br />system is reccomended. <br />Mileage - This should represent actual reimbursement for mileage for both staff and members <br />for attending meetings and activities that can be directly related to the Challenge <br />Grant. <br />Supplies & Equipment -Any supplies or equipment used or expended for purposes of implementing <br />the proposal can be considered an eligible local match. <br />17 <br />
